- Cook the rice: In a medium saucepan, combine the uncooked rice and water. Bring to a boil, then reduce heat, cover, and simmer for 15-20 minutes, or until water is absorbed and rice is tender. Stir in butter and Parmesan cheese.
- Cook the beef: While the rice is cooking, brown the ground beef in a large skillet over medium-high heat. Drain off any excess grease.
- Add the minced garlic, salt, and pepper to the skillet with the beef. Cook for another 1-2 minutes until the garlic is fragrant.
- Serve the garlic beef over the Parmesan rice.
